The teams at Concept Multifamily are led by CEO Scott Cruze, who sets the company’s strategic vision and ensures alignment across departments to drive long-term growth and operational excellence. Scott’s 25-year career in multifamily property management offers time-tested leadership for the firm, along with Scott’s laser-focus on capital planning, managing client relations, and ensuring portfolio performance.
The directors reporting to Scott manage core functions critical to the firm’s success. Each brings specialized expertise in maintaining the company’s high standard of service, driving operational excellence, and strengthening its reputation in the market. Together, the team at Concept Multifamily lead operations, leasing, accounting, maintenance, and brokerage with discipline and focus—driving the firm’s mission of delivering value through expert property management and investment stewardship.

Scott Cruz
President
As President of Concept Property Management, Inc., Scott is one of the few property managers in Utah with a Master’s of Business Administration degree (Westminster). After several years of service in Military Intelligence, Scott began work as a property manager. After becoming a regional manager, in 2006 he was offered the opportunity to purchase Concept Property Management, Inc. Nearly every client with Concept stayed with Concept and many purchased additional properties as their returns increased.
Many new and great clients have joined Concept’s team since that time. Scott works to foster an environment of continual improvement and instills in his team a sense of personal responsibility, running every property as if it were his own property.

Caitlyn Powell
Director of Operations
Caitlyn has an extensive history in property management, with a decade at Concept Property Management and 7+ years of prior experience in both residential and commercial property management.
As a graduate of the University of Utah and long-term resident of Utah, she posses an astute local perspective on the urban Utah market. She works as a bridge between several departments and has a strong knowledge base in operations, accounting, and maintenance. She feels strongly about doing the right thing for both residents and property owners. Family, hiking, reading & other nerdy endeavors keep her busy outside of the office.

Maile Hoopes
Head of Accounting
Maile is our Director of Accounting. She has over 20 years of experience in financial management. She earned her Bachelor of Science in Accounting from Weber State University.
Maile is dedicated to fostering a culture of continuous improvement and implementing effective processes and procedures to enhance accuracy and efficiency for both owners and residents. She loves working on the Concept Team and helping others reach their goals. Outside of work, she enjoys spending quality time with her family and serving on the Board of a charity that helps widows and widowers.

Kirstyn Cox
Head of Accounting
Kirstyn has been a valued member of Concept Property Management for over 10 years, beginning her career as a leasing agent and steadily advancing through various positions. With her Certified Apartment Manager (CAM) certificate, she has developed a comprehensive understanding of property management, which enables her to offer strong leadership and strategic guidance.
Kirstyn is deeply committed to fostering the professional growth and development of her team, while also prioritizing resident retention and ensuring the highest level of service for both residents and clients. Her dedication to excellence has been recognized through her distinction as Regional Manager of the Year by the Utah Apartment Association for two consecutive years. Outside of work, Kirstyn is a beloved dog mom and fiancé!

David Svikhart
Sales Associate
Dave Svikhart has worked in Utah commercial real estate for 40 years. Dave began his real estate career as the Senior Vice President of the Real Estate Owned (REO) Department at American Savings. At American, REO sold and closed over 1,100 properties. As one of the first people hired at Bridge Investment Group, Dave grew Bridge’s portfolio from $50 million to $450 million and 7,000 units.
His broad expertise includes experience in asset management, property valuation, operational performance, owner distributions, cash flow analysis, capital expenditures, lender reporting and brokerage sales. Dave has written several chapters for Asset Management textbooks and has been published in Multifamily Executive magazine. Dave served on the Salt Lake City Historical Landmarks Commission for six years and was on the Board of Directors for the Utah Arts Festival.
